Course Description:  PHLOTE students qualify if they score as a "Fluent English Speaker, Limited English Reader, & Competent English Speaker" on the IDEA Proficiency Test and a score of less than 40% on a mandated standardized test. Other students may qualify if they score as a "Fluent English Speaker, Limited English Reader, & Limited English Writer" on the IDEA Proficiency Test and have a score of less than 40% on a mandated test and have the permission of their primary ESL teacher.
